ORLANDO, Fla. – Joseph Welch, Portfolio Acquisition Executive for Command and Control/Counter Command and Control (PAE C2/CC2), speaks to the staff of the Capability Program Executive Simulation, Training, Test and Threat (CPE ST3) during the CPE ST3 chartering ceremony on April 9, 2026, at the University of Central Florida’s Dr. Phillips Academic Commons. The charter ceremony was the kick-off event for a two-day CPE ST3 summit involving senior staff and other training and acquisition stakeholders. CPE ST3 is the new official name for the former Program Executive Office Simulation, Training and Instrumentation (PEO STRI).
